What start time works best for The Wave in February?

I have a The Wave permit day in Vermilion Cliffs and I am debating around 7 AM versus later. Route is Wire Pass route with waypoint checks at major slickrock turns with a steady pace. My main concerns are crowds and heat.

around 7 AM is usually the move. Cooler temps and fewer bottlenecks give you room to adjust without burning extra water.
If you start later, be strict about breaks and turnaround time so you do not end up rushing the last stretch.
